What’s new with the Fast-Track Immigration process in June 2026?

For a significant development affecting all international graduates and temporary foreign workers, the Government of Quebec has formally announced the re-implementation of the Quebec Experience Program, more simply known as the PEQ. With a target date of July 2, 2026, the program will finally reopen to new applicants for a second time, offering a surge of hope to countless foreign nationals living in the region.


That decision marks an enormous departure in the province's immigration agenda. The program suddenly ended in late November 2026 under enormous political pressure over the administration's control of the province's immigration goals, suspending the new and experienced worker category. The temporary scheme announced will operate for a strict two-year period, finally closing on July 2nd; beyond that point, unless additional reforms are legislated by the provincial legislature.


Quebec immigration officials reinforced the substance of a policy change. They highlighted that, with a temporary opening, the Quebec government aims to treat all qualified candidates appropriately during the short “window opportunity" to join the program, when faced with the abrupt closure of one year ago. 


Breaking Down the Two-Phase Reopening

To avoid administrative overload and prevent the processing flow from becoming unbearable due to a lack of opportunities resulting from the program's return, the Province has recently wisely reopened the system that handles the program in a two-step process. This will thin the eligible population with many years of study or work invested by themselves and the Quebec community.

The first phase will become active at 8:30 AM on July 2, 2026 EST, and will continue until October 31, 2026. This first four-month period is for retrospective candidates only. Only foreigners who were previously able to meet all entry-level PEQ requirements as of the policy freeze date of November 19, 2025, will be eligible to apply. This is a welcome second chance for those who appeared, at the time, to be ready to apply just as the application period ended last fall.


Nevertheless, for each valuable applicant, the MIFI guaranteed that Phase 1 would not be limited in the number of applicants. Thus, qualified applicants who meet the historical requirements can apply in this phase without fear of restricted application quotas. More details, admission control, and possible numbers for Phase 2 will be shared with applicants near the late 2026 launch period for new applicants.


Restoring Two Essential Immigration Streams

The two traditional program subdivisions, which have historically constituted the core of Quebec's economic immigration intake, remain open for submission to prospective immigrants:

  • The International Graduate Stream: For foreign students who have completed an eligible diploma from a recognized Quebec post-secondary institution and are now looking to establish permanent residence.

  • Temporary Foreign Worker Stream: Designed for current residents who have gained professional experience in the province under valid temporary work authorization for skilled jobs.

To be eligible for Phase 1 processing, applicants must meet the established standards, which were strictly in effect prior to the 2025 shutdown. For temporary employees, it must include at least 24 consecutive months at any job found over the previous 36 months.


Additionally, Quebec's strong language policy remains central to the selection process. Primary applicants in either stream are required to demonstrate proficiency in French at an 'advanced-intermediate' level according to Quebec's provincial rankings, equivalent to a Level 7 proficiency. Any traveling partners are expected to be able to 'hold an everyday conversation in French', with Level 4 as the minimum standard.


Mandatory New Documentation Requirements and System Shifts

The basic eligibility rules remained consistent with the previous scheme; however, the logistical arrangements were entirely overhauled. The Quebec government introduced brand-new, upgraded application forms specifically tailored for this July's opening to facilitate the assessment process.



MIFI has issued clear instructions that they will automatically reject expired documents and will not accept the old version without a thorough review. Candidates will be required to open and submit the new paperwork through the province's immigration system, called Arrima online. Submitting the forms with an expired version will result in them being returned or rejected, which could cause significant delays for the candidate.


The re-launch of the PEQ will have rippling effects on other provincial immigration processes. To maintain a steady total number of flows and meet Quebec's rigid annual quotas, the province will scale back the number of invites for immigrants through its regular Standardized Skilled Worker Selection Program (PSTQ).

While the PEQ is functioning in parallel, the PSTQ will simply reduce selections, with a clear preference for niche tech items or the least-valued jobs with serious domestic job shortages.


Critical Next Steps for Prospective Candidates
