OTTAWA: Ending an almost month-long halt, Immigration, Refugees and Citizenship Canada (IRCC) has reopened its Express Entry file exchange process. On consecutive days of 22nd and 23rd June 2026, the federal government issued thousands of fresh Invitations to Apply (ITAs) towards permanent residence immigration targets for 2026.
The round began on 22 June, with an invite-only round, the PNP. This time, IRCC issued 955 ITAs to provincial nominees with a minimum CRS score of 730. This round is one of the strongest PNP Express Entry draws so far in 2026, and the largest.
After the tremendous PNP selection, IRCC maintained the pace on June 23 with the Canadian Experience Class (CEC). Through the second successive draw, it offered 4,000 additional invitations to applicants with ample Canadian professional experience, with the score settling at a relatively modest 516.
The draw on June 22 was extremely good news for all pool candidates who had gained provincial support. With a large drop of 75 points, the minimum score requirement was well below the initial PNP round score of May 25. That was an aggressive year high of 805 points, with only 334 invitations.

Now down to a 730 minimum score for a PNP round since the first week of March, on June 22 we see the lowest minimum of any PNP round so far. To contextualize this – Any candidate nominated through an enhanced provincial immigration pathway has 600 points added directly to their existing baseline Express Entry profile.
Therefore, the minimum score of a candidate invited to this historic round reflects the lowest human capital score among the lowest-ranked candidates, at just around 130 points before the added score from their provincial nomination. Due to a large number of lower-end applicants in the score range, IRCC implemented a very strict tie-breaking rule. Only those candidates who had their active profiles submitted to the Express Entry pool before March 9 th, 2026,1:02 AM (UTC) were invited to this distribution.
Interestingly, the most recent June-chosen candidates echo a broader, more targeted trend that has come to typify Canadian immigration policy in 2026. In selecting most inland economic candidates within structurally selected pools, IRCC appears to have placed most weight on already physically present temporary residents living in local communities, rather than on overseas pools generally.
With 31 overall rounds of invitation for Express Entry held this year, the structural focus shows the overwhelming dependence on programs targeted at the domestic economy:

French-Language Proficiency: 6 dedicated draws

This inward-looking approach aligns with the broader goals laid out in Canada's 2026-2028 Immigration Levels Plan, which explicitly emphasizes promoting local transitional pathways to balance overall temporary resident numbers while still providing rural markets with much-needed labor. Next Steps for Active Candidates
The federal government has already exceeded 69 percent of its annual high-skilled economic entries goal by mid-year 2026 by itself: having extended 80,796 invitations, the bulk of the total immigration plan. With such a heavy weight on the applicant pool, the competition among current candidates is intensifying "very quickly". At the end of June, the active Express Entry pool contained far over 239,000 people.
For applicants who are now just below the effective pool cut-off points for CEC, any default BPs, or OMP draws, specialists recommend making strategic profile improvements rather than waiting for the overall cut-off to plummet. Action steps include booking new language exams for the highest-scoring, posting that nonstop (temporal) work capacity in Canada, or hammering into targeted provincial programs' base/extra windows for jobs scarcer than hen's teeth.
Applicants who secured an ITA on June 22 or June 23 are now required to submit complete, imaged applications for permanent residence through their online portals within 60 days. They are not allowed to do so after that period.
