Immigration, Refugee and Citizenship Canada (IRCC) has also indicated that it will be consolidating its old system of Express Entry into one streamlined process, in an important policy change that can redefine the traditional economic immigration approach.
The proposal, which is described in a regulatory notice released on April 8 and broadly reported the next day, seeks to combine the three current streams of immigration into a single category provisionally called the “Federal High-Skilled Class.”
This would be the biggest overhaul to the flagship immigration system in Canada since Express Entry was initially launched in 2015.
Express Entry functions under the current structure under three major programs:
Federal Skilled Worker Program (FSW)
Canadian Experience Class (CEC)
Federal Skilled Trades Program (FST)
The suggested reform would abolish this set of streams and merge them into one and the same class of high-skilled immigrants.
By consolidating the three programs into a single umbrella category, the government hopes to make the application processing process as well as the eligibility process less complicated.
One of the most notable changes under the proposed Federal High-Skilled Class is the simplification of eligibility criteria.
There would be two fundamental requirements of applicants:
One year of professional experience in a skilled job, either in Canada or elsewhere.

Although the proposal is an indication of good intentions, the reforms are unlikely to become effective immediately. It is stated in the Forward Regulatory Plan 2026 2028 that the new system would be approved by the parliament and then implemented.
According to immigration consultants, the initial invitations to the Federal High-Skilled Class may be issued as early as Q4 2027, unless the regulatory amendments are canceled.
Meanwhile, IRCC has planned a public consultation period in Spring 2026 to allow stakeholders, such as employers, migration experts, and applicants, to offer their opinion on the changes suggested.
Although this transition may have some benefits, it brings about a certain level of uncertainty, especially to the candidates already in the Express Entry pool.
IRCC has made it clear that those applicants who will have an Invitation to Apply (ITA) prior to the new system being put in place will be handled under the current regulations.
Nevertheless, the individuals who will not leave the pool in the transition can have more requirements.
These could include:
Answering supplemental questions
Replenishing financial records, including evidence of funds.
Changing profile information to reflect new standards.
Consequently, the current system is causing immigration advisors to encourage high-scoring candidates to enter the pool as early as possible in order to maximize their opportunities.
