What’s New with Ontario Immigration in 2026?

In a major policy change affecting the country's most populous province, Ontario has shut down all 9 streams of its provincial nominee program from 30th May 2026. This is perhaps the most major change to the provincial immigration selection policy.


This reform has significant implications for skilled workers, international graduates, entrepreneurs and other applicants who, under the old system, were able to access opportunities for permanent residence through various dedicated nomination streams.


Applications made before the cut-off date will be processed according to the applicable rules at the time of lodging. However, the eliminated streams are no longer accepting new applications.


What has changed?

The revocation affects all nine now-defunct immigration streams that made up the majority of Ontario’s provincial nomination system. Those nine streams in turn covered all the broad categories of applicants that the system had been operating with-professional workers, graduates, and business investors.

International Student with Job Offer Stream

For graduates having employment offers in the province

In-Demand Skills Stream

For workers in jobs with labour shortages

For those who graduated from Ontario master's programs.

PhD Graduate Stream

For those who obtained a PhD at an Ontario university

Human Capital Priorities Stream

For employees of electricians classified according to the needs of the labour market

French-Speaking Skilled Worker Stream

Developing bilingual candidates with qualifications in the French language through

Skilled Trades Stream

For the following skilled tradespeople in the following allowable occupations.

Entrepreneur Stream

For investors in business, and for entrepreneurs of new ventures.

New operational framework introduced.

Centralized authority for invitations:

A program director now also has the authority to extend general and category-specific invitations to all categories.

Employer registration requirement:

Job-offer-based candidates are no longer competitive unless the company that recruited them is registered with the program authority.



Targeted selection model:

Rather than having fixed streams, candidates will be ranked (under targeted draws at the initial selection on reasons linked to the labor market needed or characteristics of human capital specified)


Selective invitation process:

Only candidates with the highest scores who meet the guiding criteria will be invited to apply.

This is a departure from the formal, stream-based immigration system towards a more flexible, selection-based process.


Impact on applicants and employers


The short-term effect of this policy is to cause chaos in any former clearly defined route of arrival for thousands of potential applicants.



For foreign workers:

Applicants who previously relied on job-offer streams or skilled worker categories will now simply need to wait for invitations to apply, rather than apply directly through the existing streams.


For international graduates:

There are no more master's or PhD graduate nomination streams for students leaving Ontario's higher education system. Who will be eligible depends on subsequent rounds of selection.


For employers:

Employers recruiting foreign workers will have to comply with new rules-registration before assisting in employer-sponsored Immigration categories.

For entrepreneurs:

Getting rid of the entrepreneur stream removes the defined pathway to the provinces for business investors and introduces unpredictability into future planning for business immigration.


Transition provisions

The Immigration Minister has announced that applications (under the current rules) submitted before 30 May 2026 will still be handled under the old order. Applicants already in the system will not be affected by the new system immediately.

A timetable hasn't been provided for the launch of alternative streams or a new application process, leaving prospective applicants in limbo.


Broader implications for immigration policy

The abolition of all provincial streams also indicates a shift toward a more managed, labor market-driven immigration system. Rather than having set categories, successful applicants will be those selected based on economic requirements and other priorities.

  • More flexible candidate selection criteria as a response to economic requirements.

  • Lower success rate for applicants who intend to be on long-term immigration programs

What applicants should expect next?

While the existing streams have been abolished, new immigration streams should be introduced in line with the new structure. However, the details of the new categories, eligibility criteria, and application procedures have yet to be announced.

Applicants are advised to:

  • Check the official updates for new immigration programs to be announced.

  • Make sure employers are adhering to the new registration system.

  • Be ready for application to the right (but not necessarily the wrong) body.

  • Ensure your profiles are up to date to get invited again.
