High-Wage Factor Could Strengthen Express Entry Prospects

New CRS Bonus System May Benefit Candidates in Healthcare, STEM, Trades and Management Fields


Canada's immigration system may soon give a considerable boost to skilled workers in the country's top-paying jobs. Canada's Express Entry program is considering a "high-wage occupation factor" that would give extra CRS points to skilled workers working in occupations with wages well above the median.


If implemented, the reform, in the context of a wider restructuring of Canada's economic immigration programs, might be another avenue for the top end of the labor force (knowledge professionals) to secure an ITA (Letter of Invitation) for permanent residency.


Based on existing projections, an additional 37 jobs already emphasized in Express Entry's category-based selection (CBS) framework may benefit from the new high-wage element.


How the Proposed High-Wage Factor Works

The proposal suggests that bonus CRS points will be awarded to jobs based on the ratio of the median wage in a given occupation to the median wage in Canada as a whole.

Using Statistics Canada's reported median hourly wage of $30.77 for 2025, the government has outlined three wage-based tiers:

Professions where the income averages two or more times the median wage of the country.

High-paying jobs that pay, at minimum, 1.5 times the median wage

Tier 3

Professional positions with a median wage 1.3 fold the national median wage


In contrast to the normal reliance on an employment-based criterion in an eligibility system, eligibility would be based on a median wage from the Job Bank rather than a person's actual wage or a job offer.

These factors are already responding to the category-dependent selection, and might be even more competitive if the high-wage factor were taken into consideration.

Category-Based Selection Remains a Key Advantage

Candidate pool-selection based on categories is currently among the most important features of Canada's Express Entry program. Rather than relying exclusively on total CRS scores to invite candidates, the IRCC is conducting skills-specific draws for workers in priority categories.

Currently, nine occupation-focused categories exist:

  • Healthcare and Social Services

  • STEM

  • Trades

  • Education

  • Transport

  • Physicians with Canadian Work Experience

  • Senior Managers with Canadian Work Experience

  • Researchers with Canadian Work Experience

  • Skilled Military Recruits

Candidates typically require at least 1 year of relevant work experience within the past 3 years.

Implementation Timeline Still Unclear

Although the proposal has now been confirmed by Canadian immigration authorities, no official launch date has been provided. The high-wage element is one aspect of a broader set of reforms to the program. Changes include adjustment of the CRS points criteria and stream eligibility.

Officials have said the modernization process will take 12 to 18 months. Other key changes, such as the high-wage occupation factor, have been said to potentially be implemented a little earlier.


If enacted as proposed, the new system may open doors to thousands of highly skilled workers, especially those in careers such as advanced health care, engineering, or information technology, who meet Canada's immediate labor market demands.
