Finland tightens PR rules: Here’s everything you need to know.

On January 8, 2026, Finland is set to announce major changes to its permanent residence (PR) rules. Aiming to mark a substantial shift in its immigration policy, the Finnish government seeks to reinforce integration and promote economic self-sufficiency among immigrants.

What has changed

1. Residency requirement increased to 6 years.

Previously, foreign nationals who had spent 4 years in Finland were eligible to apply for PR. But according to the new guidelines, if one wants to obtain Finnish PR, then he or she will have to prove continuous residency of 6 years in the country.

2. Proficiency in Finnish or Swedish

Apart from showing residency proof of 6 years, candidates will now have to prove proficiency in Finnish or Swedish. In case you are wondering what level of language proficiency is required, thenthe official announcement on the same is yet to come from the government itself. 

As of today's date, Finland is the first nation to have decided to overhaul its rules and regulations for permanent residency. 3. Two years of work experience in Finland

If you are wondering that 6 years of continuous residency will let you have Finnish citizenship, then you are wrong. Apart from that, you should also have 2 years of work experience in the country.

If you are earning a minimum of €40,000 every year, then you can apply for Finnish citizenship. However, you will still need 4 years of continuous residency in the country.

​Another way to become eligible for Finnish citizenship is if a person holds a master's degree or a PG qualification recognised in Finland. Not only this, but 2 years of work experience in Finland will also be required.

Language proficiency in Finnish/ Swedish can also help you get Finnish citizenship. But language proficiency has to be accompanied by 3 years of work experience in the country.
