Canada’s New Study Permits for 2026. How should you start the preparation?

This includes:

  • 155,000 permits for new international students, and
     

  • 253,000 permit extensions for existing students who plan to continue their studies.
     

This marks a 7% decrease from 2025’s target of 437,000 and 16% lower than the 2024 target of 485,000, reinforcing a three-year trend of declining permit issuance as Canada recalibrates its temporary immigration system.

A lesser number of invitations means the competition will increase, and a stronger and error-free application will be selected by the authorities.

New Exemptions Offer Relief for Master’s and PhD Students

 IRCC has introduced some exemptions as well, beginning from January 2026. If you are planning for a Canadian education, then keep these exemptions in mind before applying. 

Students who will no longer require a Provincial or Territorial Attestation Letter (PAL/TAL) include:

  • Master’s and PhD students enrolled at public DLIs
     

  •  Students from kindergarten to Grade 12
     

  • Returning students with existing valid study permits
     

  •  Certain vulnerable groups  
     

Removing this requirement could make the application process simpler and more predictable for those seeking advanced degrees. 

PAL/TAL Requirements Still Apply for Most International Students

For students outside the exempt categories, including most undergraduate and diploma applicants. IRCC will issue approximately 180,000 PAL/TAL-required study permits.

The provincial distribution for these permits in 2026 is as follows:

  • Ontario: 70,074
     

  • Quebec: 39,474
     

  • British Columbia: 24,786
     

  • Alberta: 21,582
     

  • Other provinces: between 774 and 6,534
     

  • The Territories: fewer than 200 each
