History of EU Blue Card

The European Commission adopted two proposals in October 2007. The first proposal focused on establishing a framework Directive for the purpose of getting skilled and educated migrants to the EU, Later known as the EU Blue card directive. The second proposal was to simplify the process by putting applicants into single application procedure, known as the single permit directive. The European council adopted the EU Blue card directive in May 2009 and in December 2011, single permit directive was adopted. Together they constitute the EU Blue Card scheme: A demand driven, residence and work permit.

What is EU Blue Card?

The EU Blue card is the residency title for the specific purposes. It allows high skilled individuals from non EU countries who have an academic or equivalent qualification and a definite minimum salary to receive a residence title for the purpose of employment suiting their qualification. It allows the mobility within Europe except the member states Denmark, Ireland and UK.

The EU Blue card when issued for the first time is maximum for 4 years. If the employment duration is less than 4 years, an EU Blue Card is issued for the duration of the employment contract plus three months.

What Are The Conditions To Be Entitled For EU Blue Card?

To get an EU Blue Card, one must meet the following conditions:

  • You must be a third country national (non EU national).
  • A German higher education degree or a recognized foreign degree equivalent to the Germany University.
  • A job offer or an employment contract with minimum salary of EUR 50.800 EXCEPTION: Due to high demand of certain occupations like scientists, mathematicians and engineers the minimum salary can be approximately EUR 39.624.
  • Holder of An EU Blue Card can get permanent permit of settlement under facilitated conditions:

  • They are employed for more than 33 months as a highly- qualified person.
  • They can prove that they have made incumbent contributions in this period or other proof of expenditure that is comparable to those from compulsory pensions insurance and other basic necessities for granting a permanent settlement is met.
  • The settlement permit can be issued after 21 months if the EU blue Card holder has an adequate knowledge of German Level B1 which is much lesser than the actual time taken.

What Are The Documents Required To Apply For The EU Blue Card?

To apply for EU Blue card you must have the following documents:

  • A filled application form
  • A recognized University degree equivalent to the university degree of Germany.
  • A valid work contract for at least one year in hosting state
  • Salary slips
  • A valid passport/ travel document
  • Two passport size photographs not older than 6 months
  • Receipt of application fee payment
  • In case of no university degree:

  • Minimum 5 years of work experience required in particular profession when applying for the EU Blue card.
