No, Sponsorship cannot be combined with sponsor’s permanent residence application at the time of filing.
If you want to sponsor your spouse/common-law partner, then you can file for them as ‘secondary applicant’ at the time of filing your PR application.
In case you want to sponsor other relative/ family member, then you have to have a PR status first. Even after getting your PR, you cannot apply for sponsorship.
