Third Quarter Report - Express Entry Linked Provincial Nominee Programs

It’s that time of the year again when Canada’s Express Entry linked Provincial Nominee Programs three months have been completed and issued more than 3,000 invitations to apply for provincial nomination program in the months of July, August and September.

Three month report says that the largest invitations have been given through Ontario’s Human Capital Priorities Stream, Saskatchewan switching to an Expression of Interest system for its Express Entry sub-category and creation of Nova Scotia’s Labour Market Priorities Stream.

Provincial Nominee Programs (PNP) allows provinces and territories of Canada to nominate set of immigration candidates for permanent residency.

Almost every province has at least one stream that is linked to the federal Express Entry system that manages the profile of candidates in Canada’s three main federal economic immigration categories- The Federal Skilled Worker Class, The Federal Skilled Trades Class and The Canadian Experience Class.

In the last three months, July, August and September, Express Entry-linked PNP streams across Canada issued more than 3,000 invitations to apply for provincial nomination to Express Entry Candidates.

Let us look at the PR program report of the different provinces linked with express entry in these three months!

Ontario Leaves 400 CRS Minimum

The largest invitation round of the third quarter was held through Ontario Human Capital Priorities Stream on August 9, 2018 issuing 947 Notification of Interest (NOI) to Express Entry candidates having job offer in Ontario with CRS of 350-439.

Human Capital Priorities Stream allows the Ontario Immigrant Nominee Program (OINP) to search the Express Entry pool for candidates who meet its specified federal and provincial criteria.

The August 9 draw was the second of the year targeting largest Express Entry candidates with job offer in Ontario, despite the fact that job offer letter is not the mandatory requirement under this stream.

Thus, Ontario is inviting applicants as per the ‘discretion of the OINP’s director’

The invitations will continue to drop below 400 depending upon the various numbers of factors like total number of eligible candidates in the Express Entry, Ontario’s labour market need and the province’s economic immigration priorities.

The other stream of Ontario linked with Express Entry- French Speaking Skilled Worker Stream had an active third quarter as well. The stream targets French Speaking candidates with strong English language abilities on weekly basis through July, August and September issued 419 NOIs.


Saskatchewan Welcomes Expression of Interest (EOI)

Saskatchewan Immigrant Nominee Program’s adopted Expression of Interest System for its Express Entry sub-category in July.

The change of first-come, first-served approach to Expression of Interest is better targeted to bring in more skilled workers in the province.

Saskatchewan says the switch to an Expression of Interest (EOI) system allows its provincial nominee program to ensure strong economic outcomes and long-term retention in the province for those invited to apply.

The switch to EOI become official on July 16, the SINP held two-third quarter draws from its new pool of candidates, on August 21 and September 27. A total of 691 invitations to apply for provincial nomination from Saskatchewan were issued in the two draws.

Nova Scotia Launches New Express Entry Stream

On August 2, 2018 Nova Scotia announced the creation of its labour marker priorities stream to invite Express Entry candidates who meet “market identified labour shortages” to apply for a provincial nomination.

This stream is “flexible” as per the province’s office of immigration and said the specified occupations could vary from draw to draw depending on Nova Scotia’s labour needs.

The first draw under this stream was held on August 8 that saw Nova Scotia issuing 314 invitations to the eligible Express Entry candidates having at least two years of eligible work experience as early childhood educators and assistants.

Prince Edward Island (PEI) Express Entry Update!

Also, Prince Edward Island (PEI) Express Entry applicants were invited to apply for a provincial nomination on three different occasions in the third quarter through PEI’s Express Entry Stream.

The office of Prince Edward does not provide the number of Express Entry applicants invited in an individual draw; hence there is no total number of invitations available. The province contacted 302 Express Entry candidates invited in the three labour impact and Express Entry invitation rounds.
