Ontario Announces New Proposed OINP Changes 2019!

The province of Ontario has released new details of proposed changes to a number of key Ontario Immigrant Nominee Programs. The proposed changes are done for Ontario's Entrepreneur Stream, Employer Job Offer: In-Demand Skills Stream, Express Entry-Aligned streams, Masters Graduate and Ph.D. streams and corporate Stream.

All the changes for the above-mentioned categories will come into effect after a 45-day public consultation period ending May 30, 2019.

  • Employer Job Offer: In-demand skill stream

The Ontario budget said truck drivers and personal support workers would be added to the list of eligible occupations under the OINP’s Employer Job Offer: In-Demand Skills Stream

This stream support employers facing shortages in lower-skilled occupations that fall under Canada's National Occupational Classification Skill Level C or D. The proposed changes added three new occupations to the already seven currently listed in-demand occupation lists:

  1. Nurse aides, orderlies and patient service associates (NOC 3413)
  2. Home Support workers and related occupations, excluding housekeepers (NOC 4412)
  3. Transport Truck Drivers (NOC 7511)

The amendment also proposed lowering the amount of paid, Ontario work experience in the occupation for at least one year to at least nine months

  • Express Entry aligned streams

The Ontario Province also proposed a minor change for the three OINP streams that are aligned with the Federal Express Entry System- the Human Capital Priorities, French-Speaking Skilled Worker and Skilled Trades Streams would change the start date for qualifying work experience.

This means that now the work experience will only be counted till the date of application for a provincial nomination whereas previous work experience was assessed as of the date an applicant received a Notification of Interest from Ontario.

Interested Express Entry candidates can only apply for a provincial nomination through these streams if they have been invited by the Ontario Immigrant Nominee Program.

  • Masters Graduate and Ph.D. Graduate Streams

The applicants applying through OINP-Masters Graduate and Ph.D. Graduate streams would have to submit the proof that they have obtained a degree from an eligible Ontario institution or they can show a letter from an eligible Ontario Institution that they completed the necessary requirements for their degree.

The documents submitted must not be more than two years before the date of application.  However, the current requirement states that applicants, "must have, less than two years before the date of making the application, completed the requirements necessary" to obtain either a master's or Ph.D. degree from an eligible Ontario Institution.

  • Entrepreneur Stream

In the Ontario budget, the government said adjusting the investment and net-worth thresholds for the OINP’s Entrepreneur Stream will make “Ontario more competitive with other provinces” and expand the province’s base of prospective applicants. This stream allows eligible applicants to open a new business or buy an existing business in Ontario.

Ontario says that "proposed amendments will increase the quality of business proposals and bring minimum investments and net worth thresholds in line with other jurisdictions." In certain situations, the minimum threshold will be reduced by half or even more than half of the current requirements.

The proposed amendments will also reduce the personal net worth as follows:

The amendments also introduce various job creation requirements for businesses located in the GTA and those that either outside the GTA or in the ICT/Digital Communications Sector.

 

  • Termination of Corporate Stream

The Ontario government has also taken a decision to terminate the OINP’s Corporate Stream because it has not achieved the intended objective of bringing international businesses to Ontario.

The basic purpose of this stream was to help in creating established international corporations looking to expand in Ontario or buy an existing Ontario business.
