The new Canada Express Entry draw was conducted on May 29, 2019, inviting 3,350 candidates to apply for Canada Permanent Residence. The candidates with minimum Comprehensive Ranking System (CRS) score 470 and above were invited in this current draw for Canadian Immigration.
The May 29 draw was the first all-program Express Entry invitation round since May 1 and higher numbers of invitations are back with this draw. The previous Express Entry Draw held May 15 invited applicants through Federal Skilled Trade Worker Program.
The reason for the high cut-off score is due to the resulting gap of nearly a month between all programs draws. The Express Entry draws are usually held in a span of every two weeks. With the time gap between these draws is extended, the Express Entry pool has more time to replenish with high-scoring applicants.
The below graph mentions the minimum CRS and time gap from January 10, 2019, when the CRS score was 449 till May 29,2019, when the CRS score has reached 470. The current Express Entry draw of 29th May was conducted after 28 days.

The current draw had a tie-break rule by Immigration, Refugees and Citizenship Canada (IRCC). The tie-break date and time were May 23,209 at 10:18:56 UTC. This means that all the candidates with a CRS score 470 and above who have entered their profile in the Express Entry pool before the said date and time was invited to apply by the Canadian Government.
Total invitations to apply so far this year have reached 35,100.
The Immigration levels for 2019 are increased for the Federal Skilled Programs and are slated to rise again in 2020 and 2021 to attract a large number of migrants into the country. The admissions target for 2019 is 81,400 new permanent residents which are an increase of 6,500 admissions over 2018's target of 74,900.

All programs draw for Express Entry System are managed under the Federal Skilled Worker Program, Federal Skilled Trade Program, and Canadian Experience Class.
The eligible applicants are then placed into the Express Entry pool where they are ranked according to their overall score based on the factors like age, educational qualification, work experience, and language ability. The highest ranking applicants are then invited to apply for Canada Permanent Resident Visa.
