In the new 144th Manitoba PNP draws, held on April 21, 2022, the Manitoba government issued 303 Letters of Advice to Apply (LAAs) to MPNP candidates. The Manitoba PNP is one of just a few area-based programs in Canada, and it is totally funded by open sources. Only applicants who were exclusively registered by the Manitoba PNP in a Strategic Recruitment drive and had valid IRCC Express Entry profiles could submit Expressions of Interest from Skilled Workers Overseas. They will also gain an additional 600 points, boosting their prospects of receiving an Invitation to Apply (ITA) from Immigration, Refugees, and Citizenship Canada (IRCC) for exceptionally long-term stay in Canada and eventual permanent residency in Canada. Some people may have received a higher score than the lowest-ranked person, yet they claim not to have received an application letter.

This could be because you stated that you would take an approved language competency exam to validate your English/French language skills, but you either did not give or omitted a legitimate Test. According to MPNP, you must submit an expression of interest (EOI) as part of the Strategic Initiative. You have the opportunity to apply for Manitoba's Permanent Residence Program and become a permanent resident of Canada this year.
