The Canadian Government conducted a new Express Entry draw on July 10, 2019 inviting 3,600 applicants to apply for permanent residence in the largest single draw since January 23. The cut-off score in this current draw was CRS score 460, a decrease of two points over the minimum score of 462 in the previous Express Entry draw.
The July 10 draw saw a tie-break by IRCC where tie-break date was 11 June 2019 and tie break time was 12:27:18 UTC. This means that candidates with a CRS Score of 460 and above who have submitted their Express Entry profile before said date and time are invited to apply for Canada PR.
A total of 45,500 ITAs have now been issued by IRCC this year. This total number has marked over the half-way mark to surpassing the Express Entry previous record of 89,800 ITAs that were issued in 2018.

Today’s draw is an increase of 250 ITAs over the 10 draws held since January 30 each of which 3,350 ITAs. The lower CRS score may be attributed to both its larger draw size and the fact only two weeks allowed between the draws.
If we see, the last three draws conducted after a two-week interval saw a decrease in each CRS draw from 465 to 462 and now to 460.
Express Entry manages the pool of applicants across three economic immigration programs namely The Federal Skilled Worker Program, Federal Trade Worker Program and Canadian Experience Class. The eligible applicants under these categories are put into the express entry pool where the highest ranking applicant is invited to apply.
